Governor Orders State Flags to be Lowered 4/21/2011 In Commemoration of Former Delegate Donald L. Stemple

Gov. Earl Ray Tomblin today issued a proclamation ordering all State flags displayed at State facilities be lowered to half-staff from dawn to dusk on April 22, 2011, the day of services for Donald L. Stemple of Philippi, W.Va.

Donald Stemple was first elected to the West Virginia House of Delegates in 1980 to represent the twenty-eighth district, and was re-elected in 1984, 1986 and 1990. In 1997, then Governor Cecil Underwood appointed Stemple as Commissioner of the West Virginia Alcohol Beverage Control Administration. Previously, Stemple served in the United States Army during the Korean Conflict and achieved the rank of Corporal. Stemple was also a businessman and farmer in the Barbour County area.

“Today we mourn the loss of a dedicated West Virginian who put service to others before himself,” said Gov. Tomblin. “Delegate Stemple was a champion for the Philippi community, having dedicated countless hours of community service to his neighbors. West Virginia has lost a true friend and I am deeply saddened by his passing.”

Stemple is survived by his wife Grace, daughter, Jo Ellen Kemmner; son, Mark Stemple; brother, James Stemple among other family members.

W.V. Flags to Half Staff in Honor of Judge M. Blane Michael

Acting Gov. Earl Ray Tomblin has ordered U.S. and West Virginia flags at state buildings to be lowered to half-staff to mark the life of the late 4th U.S. Circuit Court of Appeals Judge M. Blane Michael.

Tomblin on Monday ordered the flags to be displayed at half-staff through sunset Tuesday.

Michael died Friday at the age of 68. He was active in West Virginia politics before being appointed to the Richmond-based federal appeals court in 1993.

Funeral services will be held at St. John's Episcopal Church in Charleston, W.Va., on Tuesday

The United States and State flags are currently at half-staff in honor of World War 1 Veteran Corporal Frank Woodruff Buckles. All flags are to be raised to full-staff at 11:00am on March 9, 2011 and then lowered again immediately to half-staff. Flag protocol dictates that both flags must be raised and lowered together, flags should remain at half-staff until further notice.
